There is currently no way to license in an "offline" manner. You will need to get the system access to updates.rapid7.com to license it, once it has the license and updates you will be able to scan without the need of a connection to the update server.

I'm trying to install and activate NeXpose Community Edition and have hit an issue with activating the product. Due to the project's nature, this workstation is prohibited from being connected to the corporate or any uncontrolled networks. How can NeXpose be installed in an "offline"
configuration?
After an apparent successful installation, I get an error: "You have exceeded the licensed number of devices that can be scanned, or you are not authorized to scan this device range." This happens even when only a single IP address specified.
