Just to close the loop on this for all those with the same question:

That is just a standard error that occurs when the system is loading the checks types. The community edition cannot run custom policy checks, so when it loads those modules the errors transpire.

Watching the community edition start up I see the following messages at
one point:

This engine is not licensed for performing WindowsPolicyScanner policy
scans.

b's computer12/20/09 6:42 PM: This engine is not licensed for performing
NotesPolicyScanner policy scans.

b's computer12/20/09 6:42 PM: This engine is not licensed for performing
OraclePolicyScanner policy scans.
b's computer12/20/09 6:42 PM: This engine is not licensed for performing
web scans.

Yes it loads the java/OracleScanner.

b's computer12/20/09 6:42 PM: loading extension java/OracleScanner

So, "not being licensed for..." the above PolicyScans means that this
edition will not scan strictly the policy rules or what.

Can someone please clarify
