[framework] Using environment variables with msfcli

I am trying to use MSF environment variables (DebugLevel and Proxies)
with msfcli of MSF3 beta 3. I can't seem to get them to work.

The syntax I have tried are:

1.   DebugLevel=3 ./msfcli <exploit_options> .........

2.  ./msfcli DebugLevel=3 <more_options> ........

  However, it doesn't seem to work this way. Has something changed in
MSF3 or am I using them incorrectly?
