[framework] Vulnerability doubts

You may want go read through the manual to get a better understanding
of how Metasploit works. The port your probably referring to is your
own local port. Not the victims. I believe all of the IE exploits
require you to send a URL to the victim, and Metasploit listens on the
local port you specified for the web request. It then sends the
payload to the victim and can give you a reverse shell, or execute a
command, etc.. As far as the language question goes, I can't help you
there.
